Lourdes Muñoz is a technical engineer in computer science and co-founder of both Barcelona Open Data and Sheleader initiatives. She had an extensive institutional career, first at the Barcelona City Council (1999-2003), where she was Councillor for Gender Policies, and later as MP at the Spanish Parliament for 11 years (2002 to 2011 and 2014 to 2015). As MP, she has been member of the industry, economy, innovation and equality commissions. As a spokesperson for the socialist group on Information Society, she took part in several initiatives related to Information Society law, Telecommunications law, reuse of public information and general advice of professional colleges of Computer engineering, as well as promotion of open government and open data.
