Spencer P. Boyer is the director of the Washington office of the Brennan Center for Justice at New York University School of Law. He is also a senior fellow at the Penn Biden Center for Diplomacy & Global Engagement at the University of Pennsylvania and an adjunct professor at Georgetown University. During the Obama administration, he served as National Intelligence Officer for Europe at the National Intelligence Council and was Deputy Assistant Secretary of State for European and Eurasian Affairs.
