Joaquim Llimona is a lawyer, legal consultant and professor of European law at the University of Barcelona and the International University of Catalonia. He was secretary of Foreign Affairs at the Government of Catalonia and responsible for cooperation during the preparation and approval of the Cooperation Law, the creation of the Catalan Agency for Development Cooperation (ACCD) and the approval of the Master Plan 2003 – 2006. He has been member of the European Committee of the Regions (CoR). As secretary and general director of international relations at the Government of Catalonia, he promoted cross-border cooperation in Catalonia, participating in the creation of the Euroregion and the Working Community of the Pyrenees (CTP).
