Spencer P. Boyer is the director of the Washington office of the Brennan Center for Justice at New York University School of Law. He is also a senior fellow at the Penn Biden Center for Diplomacy & Global Engagement at the University of Pennsylvania and an adjunct professor at Georgetown University.
