At the same time, three European countries (Spain, Ireland and Norway) have announced recognition of the Palestinian state and key members of the Israeli government and military have criticised the lack of strategy towards the Strip and even given it an ultimatum to act accordingly. The last week of May has thus been a truly horribilis week for the Israeli prime minister.

In order to avoid being tried in the numerous court cases pending against him, Netanyahu has dragged an entire country into the abyss, damaging the judicial institutions, the armed forces and the education system, pushing it towards a possible dictatorship by means of a veritable judicial coup d’état. The Israeli government has also given great power to fundamentalist settlers who occupy Palestinian land by claiming that their title deeds are the Bible. Moreover, Israel’s government, military, technology and arms companies use the occupied territories as a laboratory for repression and biological control strategies, which are then exported around the world at a high profit.

However, a few days ago, Defence Minister Yoav Gallant himself, a former general and current member of Netanyahu’s Likud party, publicly criticised the government for failing to establish a post-war plan for Gaza and demanded that Netanyahu personally commit to a form of Palestinian governance of the enclave, rather than opting for a settlement or occupation policy. Indeed, without political strategy, no military campaign can succeed, and Israel would end up occupying Gaza and fighting indefinitely against a counter-insurgency that would diminish the country’s military, economic and diplomatic resources.

At the same time, polls show that the majority of Israelis do not want to reoccupy the Gaza Strip, but Netanyahu and his coalition remain entrenched with the radical minority that calls for the annihilation of the adversary. In this regard, the parties forming Netanyahu’s government only obtained 48.4% of the vote in the November 2022 elections. In addition, without the support of the extreme right, not only would the coalition collapse, but also it would not have enough allies left to form a government after future elections, and alienating the extremists would end Netanyahu’s political career.

The carnage and destruction in Gaza has spilled over into Israel and many voices are already denouncing what they see as the worst catastrophe the Hebrew state has ever experienced. For as writer David Grossman argues the aftermath and true meaning – as well as the real price – of the chronic illness of the occupation, as well as the toxic relations between the secular majority on the one hand and the ultra-Orthodox religious minority and ultra-nationalist Jews on the other, are beginning to surface in the Israeli conscience.

In this context, from a military point of view, the goal of destroying the combat capability of Hamas and the rest of the armed militias in the Strip seems not only distant, but also even impossible to achieve. As in all asymmetric warfare, one of the few advantages of the weaker side is that it is sufficient for it not to be completely annihilated to be able to pursue its strategy indefinitely. As is proving to be the case here, Israel’s overwhelming superiority is not enough to eliminate either the fighters who make up the 24 battalions that constitute the bulk of Hamas’s fighting force or its fragile industrial base for manufacturing the rockets that challenge Israeli anti-aircraft systems.

Politically, the situation is not much better for Netanyahu either. The only thing that can point in his favour is that he is still prime minister at the head of the most radical cabinet in Israel’s history. In reality, Netanyahu has subordinated his political survival to any other objective, be it the release of hostages held by Hamas, respect for international law or the search for a certain complicity with a Joe Biden who is beginning to suffer the consequences of US support for Israel and could seriously jeopardise his chances of being re-elected.

Thus, with his warmongering drift, Netanyahu is not only squandering Israel’s remaining international credibility, but is also helping to fuel a spreading anti-Semitism and anti-Zionism. Likewise, with the systematic destruction of Gaza, the Israelis are moving away from a political path that offer Palestinians dignity and sovereignty. In any case, nothing and no one seems willing to put an end to this warmongering dynamic. Netanyahu, with the support of figures such as the far-right national security minister Itamar Ben Gvir and the religious extremist Bezalel Smotrich, the justice minister, wants to continue the war because it helps him avoid early elections that would end his political career and he wants to complete the task of completely dominating historic Palestine. Joe Biden, for his part, despite his hesitations and the risk of losing the younger electorate, aligns himself with the majority of American society that supports Israel, regardless of the violations of international law and war crimes. European governments also fail to adopt a common position, while Arab countries do not want to take risks for Palestinians who have long since been abandoned to their fate.

Breaking this dynamic somewhat is the Spanish government’s recognition of the state of Palestine, prompted by the ongoing war in Gaza and the explicit inclusion of the issue in the coalition government agreement. Given its historical position on the conflict and its significant political and economic commitment to the international effort to build the institutions of a Palestinian state since 1994, Spain should have taken this step long ago. Current circumstances have led it to reconsider the issue but recognition risks being a merely symbolic act with little significance, given the current situation in Palestine and the catastrophic reality on the ground. This not only in Gaza but also in the West Bank with a Palestinian Authority discredited by its endemic corruption, the obstacles imposed by successive Netanyahu governments and the exponential growth of settlements.

In short, the Palestinian state is not the definitive solution to the conflict, but it is a fundamental and sine qua non part of it. The occupation and difficulties faced by the current Palestinian state cannot be an excuse for ignoring the need and urgency of an effective political existence. Maintaining the status quo is unacceptable and both the international community and individual states can and must act. If the formulas tried so far have failed, this implies that a profound change is needed in the way the conflict is dealt with. A new approach to end complicity by acquiescence that does not contribute to Israel’s impunity. The time has come to silence the guns and to lay the foundations for a just and lasting peace for all parties involved.

Photography: CC-BY-SA-4.0 – Protests against Netanyahu and the war, Tel Aviv, 2023

Anna Masegosa, Eulàlia Viñolas and Maria Beltrán, trainees at the CETC, have participated in this issue of Idees d’actualitat.

A few days ago, the chief prosecutor of the International Criminal Court (ICC) Karim Khan issued an arrest warrant for Benjamin Netanyahu and three Hamas leaders for alleged war crimes.
