Today we do not know what the future holds for a territory called to become a special economic zone, under the supervision of a peace junta headed by the president of the United States, with the support of former British Prime Minister Tony Blair: a free zone on the shores of the eastern Mediterranean, an international protectorate awaiting Israel and Saudi Arabia to seal their grand strategic alliance in the Middle East?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another question is why this peace plan and why now? Most likely, the US president has forced Benjamin Netanyahu to end his plans to destroy the Strip because he made the serious mistake of bombing the emirate of Qatar to kill Hamas leaders housed in residential compounds in the city of Doha. The emirate is an important piece in the Trump family&#8217;s business network in the Middle East: real estate investments, golf courses, cryptocurrencies&#8230; Private business and state politics are therefore mixed as never before in this region of the world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bombing Qatar also meant jeopardizing the <a href=\"https:\/\/www.state.gov\/the-abraham-accords\">Abraham Accords<\/a> with the Sunni world, which should one day allow for a strategic agreement between Israel and Saudi Arabia. This is the great bet of the United States. And Donald Trump could not accept that Netanyahu endangered his personal interests and strategic plans. Indeed, if in the future Israel and Saudi Arabia manage to converge their interests, they may end up forming a decisive centre of power in the Middle East with very powerful armies, high technology and almost unlimited financial assets. In Trump&#8217;s view, Gaza could become the Mediterranean Riviera of this new regional power that would modify the power balance throughout the region.&nbsp; with the consequent defeat of Iran and the drawing of containment lines for Turkey, Russia and China. What is at stake is therefore the creation of a decisive regional alliance at the confluence of the Mediterranean with the Indian Ocean.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The plan may affect the geopolitical reconfiguration of the region and the future of other secondary actors. Egypt and Jordan will be directly affected whatever the plans for reconstruction, displacement, or refugee management as they must find a balance between their own security, their public opinion, and their relationship with the US and Israel. Turkey, Qatar, and other regional mediating powers are also likely to try to maintain or intensify their role if they feel marginalized: these actors could negotiate their own positioning vis-\u00e0-vis the U.S. and Israel to ensure that their interests\u2014humanitarian aid, political influence, leadership in the Muslim world\u2014are not threatened. Finally, it is reasonable to think that the weakening of Hamas will reduce the weight of Iran and its allies in the so-called Axis of Resistance\u2014Hezbollah, Houthis, Syrian militias\u2014in the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beyond its declarations of intent, the plan also represents a very significant \u2013 and highly controversial \u2013 redrawing of the political, territorial and diplomatic dynamics within Israel. The plan comes at a time of war fatigue, social tensions, economic pressure, and international attrition. For Benjamin Netanyahu, the plan offers a double way out: he can present it as the offer that frees the hostages still alive, ends the conflict and opens new diplomatic prospects. But it also involves considerable risks. His coalition includes ultra-nationalists that are strongly opposed to any concessions to the Palestinians. If the implementation of the plan fails or leads to an open internal conflict (for example, the resignation of far-right ministers, criticism from his own party or social protest movements), the plan can turn against him. <a><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Indeed, the current situation has many parallels with the fall of Golda Meir&#8217;s Labour government after the Yom Kippur War in 1973. The joint attack by Egypt and Syria surprised the Israeli government, caused thousands of casualties, and despite the peace agreements, provoked a social and political crisis of great dimensions. Now Benjamin Netanyahu&#8217;s government is repeating the strategy of closing ranks and equating criticism of the government with being against Israel, which is generating strong social polarization. Israeli society, historically critical after 1973, is once again demanding explanations: what the government did before, during and after the October 7 attack, and why the security systems failed. With 76% of the population distrusting the government and 44% openly calling for his resignation, a period of political tensions, possible citizen protests, and even international legal proceedings against Netanyahu can be expected.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the other hand, the plan almost completely omits the West Bank and the Palestinian Authority (PA), and does not address the issue of Jerusalem, settlements, refugees or borders. This has several implications. In terms of political legitimacy, the PA is recognized as an interlocutor in the Israeli Palestinian conflict. By excluding it from the decision-making process, its legitimacy is undermined, both vis-\u00e0-vis Israel and the Palestinians. On the other hand, Gaza under Hamas and the West Bank under the PA already function separately. The plan deepens this institutional and political disconnect, formalizing a kind of duality or even de facto partition of Palestine. Finally, without a political framework that includes the West Bank, any solution in Gaza will be perceived by many Palestinians as temporary and insufficient, thus perpetuating the conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The peace plan has for sure a certain of ambition: to end the war, release the hostages, rebuild the Strip, create a new system of governance, and establish diplomatic normalization. But these issues \u2013 because of their unilateralism, their ambiguities, the omission of fundamental issues and the limited participation of key Palestinian actors \u2013 mean that, in the best scenario, this plan can only consolidate a fragile ceasefire and lay the foundations for a temporary external administration that reduces levels of violence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, for it to be lasting, it must grant real authority and recognition to the Palestinian Authority; addressing the above-mentioned problems of the West Bank, East Jerusalem, settlements, and borders; credible international guarantees for reconstruction and security; and managing the expectations of Palestinian populations to prevent them from feeling betrayed or abandoned again. If these conditions are not met, the risk is that Gaza will become a no man&#8217;s land, with some relief from the humanitarian situation, but no real sovereignty, with latent tensions, fragmented authority, persistent Israeli influence, a fragmented political system, and inefficient governance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, it should be considered that, for ideological and strategic reasons, the different Hamas and other militias oppose disarmament, mutual distrust between the actors is maintained, the stages of implementation of the international supervision plan are undefined, and there are numerous misgivings about foreign tutelage among regional actors who question the legitimacy or effectiveness of foreign interference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since in the current proposal to pacify Gaza no one commits to anything essential, everyone can claim victory, but in this scenario, peace would be vulnerable and not irreversible. Trump has invented disposable peace, a peace that works for the moment, because in his world the most valuable thing is what is represented and what is projected. Advocates of peace will have to be careful not to treat the impossible as indispensable, since, as has been seen in the past, this has been the way in which the tragedy of the occupied nation has been perpetuated.
