Far from being an isolated episode, this surge confirms a structural trend that directly challenges the coherence of the European Union as a political project: its ability to reconcile humanitarian principles with the imperatives of control and stability. The tension between these two poles\u2014values and <em>realpolitik<\/em>\u2014is not new, but it is now manifesting with intensity, exacerbated by internal divisions among Member States and the growing externalization of migration management.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The increase in migratory flows through the Central-Western Mediterranean is the result of a combination of well-known factors: protracted conflicts, political instability, persistent economic inequalities, and the increasingly visible effects of climate change in regions of origin. However, reception conditions in Europe have changed. Unlike in previous periods, the current scenario is marked by fragile economies, strained political systems, and an electorate increasingly receptive to law-and-order and populist narratives. In this context, migration is no longer perceived as a manageable phenomenon and is instead interpreted, in certain political and social spheres, as a systemic threat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This already tense scenario is further complicated by a potentially destabilizing variable: the possibility of a new large-scale migration wave stemming from ongoing conflicts in the Middle East, particularly developments in the war in Iran. Several analysts suggest that if the conflict is prolonged or escalates into a deeper internal crisis, the scale of displacement could surpass that of the 2015 Syrian crisis. For now, most movements remain internal or are directed toward neighbouring countries, but experience shows that when these reception systems collapse, Europe becomes an inevitable destination.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Were this to occur, the implications for the European Union would be considerable. Not only would the reformed asylum system be put to the test, but political fractures among Member States would also likely reopen in an even more polarized context than a decade ago. At the same time, a significant portion of these potential migrants\u2014particularly those from Iran\u2014may possess relatively high levels of education and professional qualifications, adding a further layer of ambivalence to the public debate: between perceptions of threat and economic opportunity. In this sense, the possible arrival of new flows would not only strain Europe&#8217;s physical borders but also its political and mental frameworks, once again forcing it to choose between a logic of containment and a strategic approach consistent with its own principles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A clear example of the consequences of this shift is the controversial reform of the EU <a href=\"https:\/\/home-affairs.ec.europa.eu\/policies\/migration-and-asylum\/pact-migration-and-asylum_en\">Pact on Migration and Asylum<\/a>, which entails a tightening of the asylum system, stronger border controls, and, above all, the establishment of deportation centres in third countries. This shift has deepened divergences among Member States over the distribution of responsibilities. Frontline states, particularly in southern Europe, emphasize the need to strengthen mandatory solidarity mechanisms to ease the pressure on their reception systems. In contrast, countries in Central and Eastern Europe remain more reluctant to accept relocation quotas and advocate a more restrictive approach to migration. The result is a fragile equilibrium, sustained by partial compromises that, in practice, fail to address the underlying problem: the absence of a truly common migration policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the face of this lack of consensus, the European Union has intensified a strategy which, while pragmatic, raises significant ethical and legal concerns regarding the externalization of migration control. Through agreements with third countries\u2014many of which have questionable democratic standards\u2014Europe seeks to contain flows before they reach its borders. This approach may reduce arrivals in the short term, but it does so at the cost of shifting responsibility to countries where guarantees of human rights protection are, at best, limited.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moreover, externalization is not merely a technical management tool; it is also an implicit political statement. It amounts to acknowledging that the Union is either unwilling or unable to manage the consequences of its geopolitical and economic position in the world on its own. It also creates a grey zone in which accountability becomes blurred, hindering public scrutiny and weakening the foundational principles and values that the EU itself claims to uphold on the international stage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Within this complex European context, Spain has recently adopted regularization measures that deserve particular attention. The <a href=\"https:\/\/balcellsgroup.com\/mass-regularization\/\">extraordinary regularization<\/a> of migrants through a temporary process that allows them to obtain residence and work permits\u2014potentially affecting around 500,000 people already residing in the country\u2014aims to facilitate the regularization of their administrative status, partly by making criteria such as labour and social integration more flexible. The measure reflects a dual rationale: on the one hand, the need to bring informal labour out of the shadows in sectors with high labour demand\u2014such as agriculture, hospitality, and care work; on the other, the aim of reducing the legal and social vulnerability of tens of thousands of people who are already part of the country&#8217;s economic and social fabric.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, these measures are not without controversy. Critics argue that they could act as a pull factor, encouraging new arrivals and increasing pressure at the borders. Supporters, by contrast, emphasize that regularization will not create new migration flows but will instead allow for better management of an existing reality, reduce the scale of the informal economy, and strengthen social cohesion. Beyond this dichotomy, it is worth noting that the Spanish position introduces a note of dissonance in the European debate, showing that alternatives to the predominantly logic of security within the EU do exist.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The underlying dilemma remains, however, a profoundly European one. The Union must confront a choice that goes beyond the current moment: whether its migration policy will remain consistent with its proclaimed foundational values or gradually adapt to a logic of externalized containment and internal fragmentation. This decision is not merely normative; it has direct implications for the legitimacy of the European project, both within its borders and beyond.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is true that migration management entails complex challenges. It requires resources, institutional coordination, and a delicate balance between openness and control. But it is equally true that solutions based exclusively on restriction and externalization rarely prove sustainable in the long term without eroding democratic principles and the rule of law. European history offers ample examples of the risks associated with gradually abandoning these principles in the name of stability. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Migration, therefore, functions as a stress test for the European Union. The issue is not only about managing flows but also defining what kind of actor Europe wants to be on the global stage. A Europe that prioritizes <em>realpolitik<\/em> without nuance risks emptying its normative discourse of substance. A Europe that clings to its values without developing effective management tools risks becoming ineffective and fuelling populist arguments.
