In a context shaped by technological acceleration, geopolitical fragmentation, the return of war and the erosion of democratic consensus, the Vatican intervenes at the heart of the central contemporary debate: who will control the future of the human condition in the age of artificial intelligence.

The importance of the text cannot be understood solely through its doctrinal content, but also through its uneven reception, which has come to shape how it is read in public. On the one hand, the encyclical has made a considerable impact on public opinion and been welcomed by actors across a wide ideological spectrum — a sign of its capacity to crystallise a diffuse but widely shared unease about the limits of technological development. This response extends across social spaces that are particularly sensitive to digital transformation — professionals, intellectuals, the middle classes and cultural sectors — and points to a deep-seated structural disquiet at the growing autonomy of algorithmic systems.

This positive reception contrasts, on the other hand, with a telling silence at the highest levels of global political, economic and technological power. That silence should not be understood as an absence of position, but as an implicit one: it signals that the text strikes precisely at the space where the material rules of contemporary power are forged. For the great powers and the great technology conglomerates, artificial intelligence is not a subject for normative deliberation but a strategic instrument of systemic competition, military supremacy and geopolitical projection.

The choice of title and timing establishes an explicit continuity with Rerum Novarum (1891), Leo XIII’s encyclical that laid the foundations of the Church’s social teaching at the height of the industrial revolution. In that context, the Church responded to the reorganisation of industrial capitalism, to new forms of labour exploitation and to the dehumanisation of an economic progress unconstrained by ethical limits. Today, Leon XIV argues that humanity is undergoing a mutation of comparable magnitude: it is no longer industrial machines that are reshaping economic and social life, but algorithmic systems capable of intervening in the production of knowledge, in work, in the emotions, in social relations and even in democratic structures.

The encyclical opens with a simple and radical question: “What are we building?” The reference to Babel underlines that humanity stands at a historical crossroads: it can orient technology towards human dignity and good governance, or it can consolidate a global system in which technological, economic and military power is concentrated in few hands, reducing persons to controllable units of data. Yet the text steers clear of both apocalyptic technopessimism and naïve enthusiasm for innovation. It does not reject artificial intelligence, and it acknowledges its potential in fields such as medicine, scientific research, education and public administration. It insists, however, that no technology is neutral when inserted into profoundly unequal structures.

One of the document’s central concerns is the emergence of a new global technological oligarchy. Leon XIV accordingly condemns the concentration of data, digital infrastructure and computational capacity in the hands of a small number of corporations capable of influencing governments, markets and collective behaviour. What is at stake is not merely economic control, but also control over information, over attention and, ultimately, over the human capacity for free will. At this point the encyclical raises a decisive question: who has the legitimacy to govern the digital infrastructure that structures contemporary social life? The problem is not simply one of curbing the abuses of major platforms, but of deciding whether the algorithmic ecosystem can continue to be governed by private, opaque and transnational logics, or whether it must be made subject to forms of public accountability comparable to those applied to other strategic goods.

The encyclical, then, does not merely criticise isolated excesses; it calls into question the dominant model of technological self-regulation itself — the idea that markets and companies can govern systems that already operate as global cognitive infrastructures. It shows us that the central problem is not innovation, but the asymmetry of power that arises when private actors accumulate social, economic and political influence without equivalent counterweights.

The Pope’s warning is also deeply political. Digital platforms shape the circulation of information, emotional dynamics, cultural habits and democratic deliberation. Algorithms determine visibility, preferences and behaviour on a scale without historical precedent. Liberal democracy, grounded in relatively autonomous citizens and a shared public sphere, thus faces an unprecedented challenge: preserving human freedom in an environment governed by invisible architectures of influence.

The encyclical equally underlines the question of truth as a central element of democratic debate. Leon XIV warns of the deterioration of public discourse in a context of informational fragmentation, digital echo chambers and algorithmic manipulation. Faced with an overabundance of information and the rise of relativism, he reclaims truth as a democratic common good, not as ideological property. This concern is particularly pressing in societies where disinformation has become a political instrument and where emotion tends to displace public reasoning. Without a minimum shared ground of verifiable facts, politics degrades into a permanent clash of incompatible perceptions — one that undermines the very possibility of democratic coexistence.

The text also addresses the social and labour consequences of the technological revolution. Automation and artificial intelligence are transforming employment, education and the organisation of work. The risk is not only economic but anthropological: a society obsessed with efficiency may reduce human value to quantifiable productivity, turning persons into objects of permanent optimisation rather than subjects endowed with dignity. The encyclical accordingly reclaims human dimensions eroded by the technocratic paradigm: attention, silence, creativity, critical education, community experience and the right to disconnect. It goes so far as to propose an “ecology of communication”, conscious that the deterioration of mental and relational space constitutes a profound form of social degradation.

Beyond the technological sphere, Magnifica Humanitas introduces an explicit geopolitical dimension. Leon XIV situates the digital question within a world in which war is once again being normalised as a political instrument. He condemns global rearmament and the cultural rehabilitation of armed conflict, and reasserts peace as the foundation of any legitimate political order. In a landscape of tensions in Ukraine, the Middle East and the Indo-Pacific, the Pope insists that no lasting justice can be built on the acceptance of permanent conflict.

This diagnosis becomes still more acute in a context where technological and military development are advancing in tandem. Artificial intelligence applied to weapons systems, mass surveillance and the automation of warfare introduces unprecedented risks. Leon XIV therefore rejects the delegation of lethal decisions to automated systems and calls into question the very notion of “just war”, which is increasingly exposed to ambiguous uses and political instrumentalisation. The encyclical thus establishes a structural connection between technological power and democratic crisis: the greater the concentration of power — economic, military, informational or digital — the smaller the capacity for collective deliberation. Hence its call for new forms of international regulation, for algorithmic transparency and for public oversight of critical technologies: not merely to curb corporate abuses, but to prevent the future from being subordinated to private interests at odds with the common good.

The Pope implicitly addresses Europe: although the European Union is seeking to establish itself as a regulatory space vis-à-vis the major technology companies, the encyclical suggests that technical regulation will be insufficient without an ethical and political reconstruction of the democratic community. For the underlying problem is not technological but civilisational. The expansion of automated systems is transforming our understanding of work, education, authority, creativity and, ultimately, the human condition itself. The question of what it means to be human in a society shaped by intelligent machines ceases to be strictly philosophical and becomes profoundly political.

The core contribution of Magnifica Humanitas is to place these questions at the centre of debate in a context dominated by acceleration and the logic of efficiency. In the face of a culture that equates progress with technical capability, Leon XIV reminds us that no civilisation can sustain itself on its tools alone. The true measure of a society is its capacity to recognise the dignity of each person and to build bonds of solidarity and peace. This diagnosis takes on a particular urgency in a world undergoing simultaneous transition — technological, climatic, geopolitical and democratic — in which uncertainty, polarisation and institutional discredit are all deepening. At the same time, the text insists that no innovation is truly human if it sacrifices freedom, justice or dignity in the name of efficiency.

The Holy Father’s final warning ultimately rests on a single idea: the danger is not that machines will become human, but that societies will become mechanical. It is for this reason that Magnifica Humanitas transcends the strictly religious sphere and presents itself as an intellectual and political intervention of wide reach. In a world where the pace of technological change threatens to hollow out democratic deliberation, Leon XIV asserts an essential idea: progress only deserves the name when it strengthens our shared humanity. The decisive question, then, is no longer how far artificial intelligence will advance, but whether democratic societies will be capable of directing that advance towards human dignity, public truth and peace — or whether they will end up building, dazzled by their own technical power, a new Babel governed by algorithms, inequality and permanent conflict.

Photography: St Peter’s Square, Vatican City.
