The Democrats have won back control of both the House of Representatives and the Senate, while making significant gains in gubernatorial races. It is a major political setback for Donald Trump and the MAGA movement. Less than two years after returning to the White House, the president has seen much of the political support on which he began his second term start to slip away.

The result raises serious questions about the strength of the coalition that brought Trump back to the presidency in 2024 and points to a new period of confrontation between the White House and Congress. It also shows that there are limits to Trump’s appeal, and that a substantial part of American society is prepared to mobilise against what it sees as the excesses of his administration. His power, in other words, is not without electoral limits. That said, the scale of the Democratic victory should not be mistaken for a death blow to Trumpism.

The Republican defeat owes much to growing discontent with Trump among his own supporters. Inflation and the cost of living, the impact of tariffs, rising fuel prices following the outbreak of war with Iran, controversies over immigration and allegations of corruption have all taken their toll on his political base. Trump returned to the White House promising to improve the lives of working Americans, but he has failed to deliver the results many of his voters expected. Instead, a growing perception has taken hold that his administration’s policies favour the wealthy and serve the economic interests of those closest to him.

The Democrats have been quick to seize on this discontent. Their campaign was disciplined and focused on the issues that matter most in people’s everyday lives: housing, healthcare, and the cost of food and energy. Their gains have been felt across a broad range of social groups and regions. They have won back some of the Latino voters who swung behind Trump in 2024, made progress among working-class and lower-income voters, and strengthened their position in rural areas and across the Midwest and the Great Plains. Their victories in Texas, Kansas, Iowa, Ohio and South Carolina, alongside the recovery of districts Trump had previously carried by comfortable margins, suggest that the social and geographical divisions that once worked so heavily in the Republicans’ favour are not set in stone. The choice of strong candidates, able to appeal to voters in their respective states, has also played an important part. The result gives the Democrats more than just a foothold in Congress: it shows that they can compete again in places where they had all but disappeared and reach voters who had drifted away from the party.

Even so, this electoral swing should not be read as an unequivocal endorsement of the Democratic agenda. Above all, it was a rejection of Trump’s presidency and the way he has exercised power. The coalition that delivered the victory is broad, but far from united on every issue. Whether it holds together will depend on the Democrats’ ability to offer more than opposition to Trump and to come up with credible answers to the problems people face every day. The result has given them an opportunity that would have seemed almost unthinkable just two years ago. Now they must show that they know what to do with it.

The Democrats’ return to the political fray also makes it important to distinguish between the resilience of American institutions and the wider health of the country’s democracy. Over the past two years, the Trump administration has cast doubt on electoral safeguards, encouraged baseless claims of electoral fraud and sought to extend federal intervention into areas traditionally left to the states. Yet the elections went ahead without major disruption, thanks in large part to the work of state election officials, the courts and civil rights organisations. Federalism, judicial independence and civic engagement all played a vital role in protecting the integrity of the process.

The elections have shown, then, that American institutions can still stand in the way of attempts to concentrate power and interfere with the electoral process. But institutional resilience should not be confused with a return to normality. The fact that the elections took place and their results were accepted has done little to ease the pressure on judges, public servants and election officials. Nor has it restored even a basic level of agreement on the rules of democratic politics. The institutions have held their ground, but the next two years will be a crucial test of how far they can go in checking abuses of power in a country deeply divided and increasingly distrustful of its institutions.

The new balance of power in Congress will give Democrats the opportunity to step up scrutiny of the administration. They will be able to investigate possible cases of corruption, conflicts of interest and abuses of power, demand access to documents and summon government officials to explain the decisions taken by the executive. They will also be better placed to block Republican legislative proposals, exert influence over budget negotiations and hold up certain appointments. This oversight role could help restore a degree of political and institutional accountability that has been badly eroded.

But control of Congress does not mean control of the presidency. Trump still enjoys extensive executive powers and can use his veto to block legislation he opposes. He also retains considerable freedom of action on immigration, defence, trade and foreign policy. The result could be legislative deadlock and an even more combative presidency, with Trump stepping up his confrontation with Congress and relying increasingly on unilateral executive action. The Democratic majority will provide an important check on his authority and raise the political cost of some presidential decisions. But it cannot neutralise the powers of the executive or simply overturn decisions made by the White House.

This distinction between congressional oversight and presidential power matters particularly in foreign policy. With his domestic agenda more constrained and the prospect of congressional investigations looming, Trump may be tempted to turn his attention abroad in an effort to reclaim the spotlight and project an image of strong leadership. His defeat does not necessarily mean that this will happen, but it could reinforce a governing style already marked by unpredictability and decisions driven largely by personal judgement.

The potential risks are considerable. In Ukraine, Trump could step up pressure on Kyiv to accept a settlement without adequate security guarantees, with serious implications for European stability and the credibility of American commitments. In the Middle East, a further escalation of the war with Iran could draw other countries in the region into the conflict and deepen its economic fallout. Tariffs, meanwhile, could remain a favoured tool of international pressure. Foreign policy could therefore become another source of uncertainty for America’s allies and for the wider international order.

Europe, for its part, should be careful not to read too much into the result. A Democratic majority in Congress may frustrate some of Trump’s plans and subject his foreign policy to closer scrutiny, but it is unlikely to bring about a fundamental shift in America’s strategic priorities. The pivot towards the Indo-Pacific, the expectation that Europe should take greater responsibility for its own defence, and the reassessment of military dependencies across the Atlantic all reflect longer-term changes that go well beyond the current presidency. A future Democratic administration might adopt a more cooperative tone, but that does not mean it would restore the old division of responsibilities within NATO.

Nor does Trump’s defeat resolve the deeper crisis facing the American political system. Despite the setback, he retains control of the executive branch and considerable influence over the Republican Party. The battle over who succeeds him, and over the future direction of the MAGA movement, could widen the divide between those who want to return to a more traditional form of conservatism and those who remain firmly committed to Trump’s leadership. The Democrats, meanwhile, face their own challenge: turning the electoral coalition that has returned them to power in Congress into a coherent political project. They now have a strong institutional platform, a new generation of leaders and an opportunity to rebuild trust among communities and regions from which the party has become increasingly detached.

Ultimately, the midterm elections have disrupted a Republican dominance that had seemed firmly established. They have shown that voters can still mobilise against Trump and that American institutions retain the capacity to resist the excesses of presidential power. The question now is whether that institutional resilience can be matched by a broader political renewal, one capable of restoring public confidence in American democracy.

Photography: Own work, generated with AI.

The 3 November midterm elections mark a turning point in American politics.
