According to Joan Verg\u00e9s, it is possible that pactism has been a palpable reality throughout the history of Catalonia, that it is a common practice, and even that it represents a more or less shared philosophy. It is also possible that this practice and philosophy can help to explain the emergence and development of the Catalan independence movement popularly known as el proc\u00e9s<\/em>. Perhaps, however, the profound significance of the political times we live in lies in the possibility of the meticulously detailed social contract proposed by a sizeable part of the Catalan people.<\/p>\n\n\n\n
